A wave of terrorism surged through France during the 80's. The magistrate, Antoine Rives, organized, with the Government's blessing, a unit to coordinate the fight against terrorism, which unites the police force and the Justice department. He has to walk the fine diplomatic line between the terrorist bombers and the anti-terrorist policy of his country.
